There's really not a formula to actually sue someone that takes pictures of wildlife in federal land. The problem comes up is when something like Sasquatch is filmed or photographed. The reason being the United States government doesn't recognize Sasquatch as real.
A few years ago people could photograph and post almost anything on the web. This all changed on 9-11 with the passing of the patriot act. When someone CLAIMS to have taken a photo of something that is not suppose to live on federal land then bells ring out because the federal government doesn't want its citizens to know about Sasquatch. If they did they would have made it public.
No way to know for sure just what the problem is with a 700 pound apelike creature roaming wild on federal land. It might be money or something like irrational panic. I was once told its really about the Darwin theory being called into question. One thing for sure. Government is well aware the Sasquatch/Bigfoot is inhabiting federal forest.
I have talked with my brother whom was a life long BLM biologist and he told me little doubt remains about the animals real genetic makeup. The government has had some small number of dead ones over the years and did studies on their physical makeup. He said the animal is THOUGHT to be a leftover primate that came here over the Bering land bridge thousands of years ago. Just how Sasquatch got to be more manlike in modern times is missing from their data.
